American Brokers Ukraine Talks in Abu Dhabi as Trump Administration Seeks for Settlement
High-level discussions involving American, Russian, and Ukrainian representatives are underway in the United Arab Emirates this Tuesday, representing the most recent stage in efforts to broker a resolution to conclude the ongoing hostilities in Ukraine.
Key Delegates and Opening Talks
US Army Secretary the US representative reportedly held talks with a Moscow delegation on Monday night, with negotiations proceeding into the following day.
“Negotiations are advancing smoothly with continued optimism. Secretary Driscoll is closely synchronised with the White House ... as these talks progress,” an official representative remarked.
Ukraine’s top intelligence official, Kyrylo Budanov, was anticipated to take part in the proceedings, though details were vague whether face-to-face engagement with Moscow’s representatives would occur or if separate bilateral meetings would be conducted.
The composition of the Moscow group was uncertain. “We cannot provide details. We are following the media reports,” a Kremlin representative informed official outlets.
Context and Revised Peace Plan
The current meetings follow prior negotiations in Switzerland where US and Ukrainian officials modified a draft American framework for resolving the war.
Russia has so far not approved the most recent draft of the plan and is not expected to accept many of the Ukrainian changes.
Russia’s foreign minister, Sergei Lavrov, emphasized that any revised agreement must reflect the “spirit and letter” of what was discussed during previous high-level meetings between the two nations.
International Responses and Apprehensions
EU leaders are reportedly struggling to remain involved in the process as US officials drive the efforts.
Finland’s leader, a European figure, who has emerged as a primary contact between the US and EU leaders, commented that the next few days would be crucial in attempts to reach a peace settlement.
He allegedly spoke with the Ukrainian president and the alliance representatives, emphasizing that “The future of Ukraine is for Ukraine to decide, and with European security falling under Europe’s purview.”
At the same time, the French leader, the French official, cautioned against a peace deal that would amount to a “surrender” for the nation.
“The current proposal indicates what Moscow might find acceptable. Does that mean that it is what must be accepted by the Ukrainians and the Europeans? Certainly not,” he stated.
Details of the Original American Plan
American proposal was originally composed of numerous clauses and was drawn from dialog between American and Russian representatives, with input from Kyiv security authorities.
Major aspects of the plan reportedly included:
- The nation surrendering territory currently occupied by Russia
- Further regions that would be expected to be willingly given up
- Limits on the scale of the military forces
- Amnesty for all sides in the conflict regarding war crimes
Recent Events and Ongoing Difficulties
The US representative reportedly went to Kyiv to brief Zelenskyy on the proposal and urge rapid approval.
The pressure, coupled with the leaking of the plan, reportedly took by surprise Ukrainian and European authorities.
The Ukrainian president reportedly that the country was facing one of the hardest periods in its existence and was being forced to decide between “losing our dignity or losing a key ally.”
Subsequently, Driscoll briefed Nato ambassadors on the plan in Kyiv, with one attendee labeling it as “an extremely difficult session” and noting that EU ambassadors were shocked by both the content and manner of the delivery.
Washington later moderated its position, stating that the 28-point proposal was an “initial basis for negotiation” rather than a final demand.
Military Developments During Negotiations
As peace talks proceed, Russian forces has continued its regular strikes on Ukrainian cities.
Moscow’s forces allegedly fired dozens of projectiles and hundreds of unmanned aircraft at targets in and around the capital, as stated by Kyiv sources.
Zelenskyy stressed that the Kremlin must not believe it could prevail in the war while talks were underway.
“What matters most now is that all partners move toward diplomacy together, through joint efforts. Pressure on Russia must deliver results,” he stated.
Kyiv’s leader confirmed that multiple people had been killed in the overnight attack on the city.
